CHINA: Hague following coalition line while European Parliament gets tougher with Chinese human rights abuses

ELECTORAL REFORM: WE SHOULD HAVE A THREE-WAY CHOICE, SAYS DEMOCRACY MEP

The British public should be given three choices in a ‘traffic light’ referendum on electoral reform, which is expected on May 5 next year, says a leading MEP and democracy expert.

 Mr Edward McMillan-Scott, European Parliament vice-president responsible for democracy and human rights, said voters should be able to choose between the current First Past the Post (FPTP), Alternative Vote (AV) and Single Transferable Vote (STV). He hopes the public will give a red light to FPTP, an amber light to AV – which is not a truly proportional system – but the green light to STV.

McMillan-Scott, who won the first national election under proportional representation (PR) – the 1999 Euro-election - while leader of the Conservative MEPs, is a long-term supporter of electoral reform. RIP: JEAN SEARLE OBE

Jean Searle OBE, who was Edward McMillan-Scott's political advisor and constituency organiser, died on 18 June 2010. On 29 June 2010 Edward gave the eulogy at Jean's funeral in Leeds.

MADELEINE MCCANN: PARENTS' MISSING CHILD ALERT FOR EUROPE ON TRACK

On the eve of the third anniversary [on 3 May 2007, Praia da Luz, Portugal] of the disappearance of Madeleine McCann in Portugal, a proposal to develop missing child alert mechanisms across Europe, supported by her parents Kate and Gerry McCann, is now well on course with €1 million EU funding.

LEADING MEP TO CHALLENGE TORIES OVER EUROPE

A leading MEP who defied the Conservative leadership over its European links is preparing a legal challenge after the party rejected his appeal against expulsion.

Mr Edward McMillan-Scott (Yorkshire & The Humber), re-elected a Vice-President of the European Parliament on July 14, for which he lost the Conservative whip, was expelled on September 15 without notice or reason. McCARTNEY NOT ABOUT 'YESTERDAY', BUT ABOUT TOMORROW SAYS MEAT-FREE MEP

Speaking at a Hearing in Brussels today (Thurs - 3 Dec) Edward McMillan-Scott praised Sir Paul McCartney for his "time and energy" for advancing a cause that he shares, the contribution of livestock production to greenhouse gases.

The European Parliament Hearing, organised and chaired by McMillan-Scott (Yorkshire & Humber, bottom right, with Brussels assistant Alexandra Derrington Clark) was held to put the "Less Meat = Less Heat" message on the agenda of next week's (7-18 Dec) Copenhagen climate summit. Speaking at the Hearing, McMillan-Scott said: "Paul McCartney was the sole author of one of the most popular songs in history, 'Yesterday', but he is here today to discuss tomorrow - your future and your children's future".

Before the Hearing McMillan-Scott announced:

"I am pleased that Sir Paul McCartney and UN climate chief Dr Rajendra Pachauri chose my Brussels Hearing on Global Warming and Food Policy on 3 December 2009 to launch their key message "Less Meat = Less Heat" before the Copenhagen climate change summit. The three of us have chosen not to eat meat.

"Sustainable meat, dairy and fish production is hardly mentioned in the climate change debate. A change of diet is our biggest chance to stop global warming - and save our health and money. It would also benefit millions of producers in Europe's uplands and the world's most difficult terrains."

Another keynote speaker Dr Rajendra Pachauri, chairman of the Intergovernmental Panel on Climate Change, referred to studies that meat production emits more dangerous gases - 18 per cent - than all transport - 13 per cent.

McMillan-Scott, Sir Paul McCartney and Dr Pachauri signed a joint statement calling on governments and individuals to recognise the importance of meat and its impact on health and the environment.

Addressing the Oxford Union (20 Oct) in a debate entitled "This House Believes that there is Life after Brussels", Vice-President of the European Parliament Edward McMillan-Scott warned that "the options for the Euro-sceptics are running out". MEPS INCREASE PRESSURE ON CHINA TO REFORM

On the eve of the 60th anniversary of the Communist takeover in Beijing, a major conference in Brussels heard that the European Parliament will increase pressure for change and reform in the world's biggest country.

Senior British Euro-MP Edward McMillan-Scott MEP (centre), Vice-President of the European Parliament responsible for democracy and human rights, opened a conference on September 30 of over 200 attendees, stating: "Democracy and human rights are the prioritiesof the European Union's foreign policy. We must never weaken our commitment to promoting these principles. This year is of particular significance since it is the 20th anniversary of our Sakharov Prize for Freedom of Expression.

"Whilst we cannot ignore China's new importance on the world stage, with this comes the need to act to international standards. China must not continue to treat people in such inhumane ways. China's record on human rights, democracy and religious freedom is appalling", warned McMillan-Scott, whose critical report on EU/China relations in 1996 set the tone for subsequent resolutions. All those with whom he had contact on his last visit to Beijing, in May 2006, were imprisoned and in some cases tortured to this day.

This week opened with UN Biodiversity Day on Sunday and the European Commission’s traditional Green Week turns the spotlight on biodiversity.

A UN report on the Economics of Ecosystems and Biodiversity, to be released this summer, concludes that it will cost us more in the long term not to protect our biodiversity than the economic cost of climate change. This startling conclusion will build on the UK government’s Stern Report , which argued that if no action is taken on emissions, there is more than a 75% chance of global temperatures rising between two and three degrees Celsius over the next 50 years. Europe will be coalition's first test

This is the best day of my political life since 1984, my first election. In 1988, Margaret Thatcher's Bruges speech set the increasingly Eurosceptic tone of the Conservative party, against which I struggled for so long and ultimately led to my joining the Liberal Democrats in March this year.

Britain has now become more of a European nation with five-year fixed-term parliaments, coalition government and the real prospect of much-needed electoral and parliamentary reform.

Lib Dems could constrain Tory Eurosceptics

The issue of Europe is bound to be one of the stumbling blocks in any Conservative-Liberal Democrat alliance. The progress of Euroscepticism in the Tory party in recent years has been unchecked and largely unchallenged.

David Cameron would argue that his " Let's not bang on about Europe" policy has bought peace. But the factions, especially on the right, are still there. It is interesting that he spent Sunday night squaring both sides of the argument, meeting for example Sir Malcolm Rifkind as well as Theresa Villiers, according to Sky television. 

I have argued that the Tories would say one thing to woo Lib Dem waverers during the election – but would do another in government. Read more...

Cameron's Euro alliance is on the rocks

David Cameron's controversial European alliance, which provoked sharp exchanges during the leaders' debates, is set to unravel. The alliance was put together by Mark Francois, promoted for the task to the shadow cabinet. William Hague had apparently distanced himself from Cameron's decision to quit the mainstream and form a new grouping, through a leak to the Sunday Times. THE departure of the former leader of the Tory MEPs, Edward McMillan-Scott, to join the LibDems is a sad business. He hasn't "defected": he was forced out.

The trouble began when a would-be Palmerston in the Tory leadership decided to engage in European power politics. This juvenile exercise involved withdrawing from a mainstream EU group and joining a ragbag alliance of East Europeans.

At a stroke, it offended European conservatives and provided an excellent opportunity for the Left to smear the new "allies". Given the nature of recent East European history, that wasn't difficult. It was supposed to strike a blow against federalism; instead, it has proved a disaster. Read more...

William Hague has been using positive words to describe the Conservative party's future relations in government with our EU partners. I have been around the higher circles of the party for long enough to know that a visceral euroscepticism has been growing there since John Major's day. I had a stand-up row with Hague when, while leader of the Tory MEPs, he tried to get me to back his "Never to the Euro" ticket.

It was chilling to hear the then party leader say to one very senior spokesman at an EU meeting some years ago: "We can say what we like here, but it will be different when we are in government." I should have left then, instead of carrying on the pro-European fight from within. Read more...

Edward McMillan-Scott, MEP for Yorkshire and the Humber, clashed with David Cameron over his decision to leave the centre-right European People's party and set up a new group, European Conservatives and Reformists. McMillan-Scott successfully stood against Michał Kamiński, the controversial Polish MEP chosen to lead the new group, for the post of vice-president of the European parliament, and as a result he lost the Tory whip.
